Replacing a water heater is permitted work in Florida and must be done by a licensed plumbing contractor (CFC or RF) or the homeowner on their own primary residence.
Unlicensed handymen frequently offer water heater swaps. If it leaks or a TPR valve fails, your insurer will ask who did the work.
Check the license on the listing and ask the plumber to pull the permit.
